El Niño makes Venezuela jump to a new time zone

Time in Venezuela will be set half an hour ahead at 02:30 on 1 May 2016 local time.
El Niño has caused a severe drought in Venezuela, which is highly dependent on hydroelectric power. The time change is intended to help reduce power consumption.
Venezuela is currently one of 11 countries observing a half-hour time zone offset, and the only country to observe the time zone offset UTC -4:30. From 1 May Venezuela will share time zone with most of the Caribbean countries, at UTC -4.
Caracas, the capital of Venezuela, is currently almost exactly aligned with apparent solar time.
